La Vergne Safe Room Proposed

On June 23, 2017, a major disaster declaration was issued by President Donald J. Trump following severe storms, straight-line winds, tornadoes, and flooding that occurred between May 27, 2017 to May 28, 2017. Hazard Mitigation Grant Program (HMGP) funds were made available to provide resources to assist states, tribal governments, territories and local communities in their efforts to reduce or eliminate the risk of repetitive flood damage to buildings and structures insurable under the National Flood Insurance Program (NFIP) as authorized by the National Flood Insurance Act of 1968, as amended. This funding is implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121-5207.


Proposed Work and Purpose: The City of La Vergne proposes building a new concrete multi-purpose community safe room that will be built to FEMA Community Safe Room standards for tornadoes. When the building is not in use as a safe room, this large structure will follow the current dual use safe room concept and also serve as a senior center. This dual purpose concept could be essential to the survival and recovery of the La Vergne community after a major incident. Based on the NOAA National Weather storm prediction center statistics, La Vergne, TN is a Very High Risk area in the state for F3-F5 tornadoes. The City of La Vergne does not have a large, short-term area that could shelter those living in manufactured housing and residential homes who are trying to escape a tornado. Building this structure is the only permanent solution to mitigate the risk of imminent danger to resident neighborhoods. These are one and two family residences and mobile homes that could be affected in the event of a tornado. Information regarding the location of the property selected for this mitigation effort is detailed below:


Location of Proposed Work: This community safe room will be constructed on city owned property located at 337 Stones River Road. The city chose the proposed location for our safe room because it greatly satisfied FEMA’s scope, criteria, and guidelines. This location has structures within a half mile radius of the proposed safe room. These surrounding structures were counted in the calculation of worthiness for construction. To meet the placement guidelines, our proposed safe rooms will be located in a population center that has large daytime and nighttime gathering: schools and businesses during the day and residences (including mobile homes) during the night.

All comments received by July 5 will be reviewed by the City of La Vergne and forwarded on to the State and FEMA.
